MASSAPONAX WWTP LEVEL 1 REUSE TREATMENT FACILITY – ALTERNATE DELIVERY

Project Description

The Massaponax Reuse Project is an Alternate Delivery Project that consists of three (3) phases: Pre-Construction Phase, An Early Work Package Phase, and a Final Work Package Phase. Through a collaborative approach, all three parties of Spotsylvania County, Adams Robinson, and Jacobs Engineering were able to work together during the Pre-Construction Phase to provide 30%/60%/90% design deliverables, envision appropriate constructability systems, identify and decide on early critical decisions, provide progress schedules, deliver cost estimates, initiate permitting, engage in plan reviews, and commence early procurement. Through this collective effort, our parties were able to quickly establish that Continuous Flight Auger Piles would be required due to the existing subgrade conditions. Jacobs and Adams Robinson swiftly discussed scope for an Early Work Package that would allow the installation of the CFA Piles and other subgrade activities, while Jacobs continued the remaining design.

Spotsylvania County oversaw and approved the Early Work Package that included two new influent wet wells, one new effluent wet well, three concrete encased canned vertical turbine backwash supply pumps, all concrete encased below grade piping, first floor slab, all associated CFA support piles, new waste pump station, modifications to existing UV Distribution Facility, and relocation of existing duct bank and piping. This work initiated in 2025, while design was still ongoing. The final design was delivered in February of 2026.

The Final Work Package Phase was approved in July 2026 and includes construction of four gravity deep bed filters, associated piping gallery, in-line rapid mixers, underdrains, media, backwash troughs, backwash blowers, control room, operators lab, two new Influent Equalization Tanks, one new Backwash Supply Tank, Chemical Storage and Feed Building, Chemical Building #2, new electrical service, door and camera security systems, and all associated yard piping, electrical, instrumentation and controls systems.
